SUMMARY

The Transportation Industry Analyst provides expert advice and help in the Division's responsibilities for administering numerous air transportation regulatory programs under Subtitle VII of Title 49 of the U.S. code and Title 14 of the Code of Federal Regulations. Most activities of the Division involve the processing of applications and other filings by U.S. and foreign air carriers, to assure that certain services are in the public interest, and in accordance with statutory and Departmental policies and rules. The Division also initiates and implements rulemakings and other program improvements to facilitate a good working relationship among employees and the public, and to assure that Departmental priorities and goals are achieved.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Reviews Department regulations, which pertain to the duties of the Division and identifies areas, which require revision. Drafts revisions for Department review and prepares rulemaking packages for submission.

Supports the federal staff in reviewing recommendations on policy action and drafts office memoranda, letters and Department orders on matters within the analyst's area of responsibility, which requires action by the office Director or the Assistant Secretary.

Answers technical and general inquiries from the public, Department staff, and other government agencies concerning the Department's regulations within the analyst's area of expertise.

Prepares reports containing analysis of data, applications, or program requirements, often in narrative form.

Analyzes registration applications of foreign tour operators.

All Contractor employees shall sign the Non-Disclosure Form (Attachment 1) and provide a copy to the Contracting Officer.

Addresses customer concerns promptly and professionally.

Maintains a solid customer relationship, and assures customer satisfaction with the successful execution of the project(s). Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications, and develops collaborative rapports with solutions-oriented approaches.

Implements industry best practices, project management tools and methodologies.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) both for themselves, their employees, and the company, as a whole. Fosters an environment in which they and their employees will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Bachelor of Science degree with at least five (5) years' experience in processing government grants; or equivalent combination education/experience.

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Must have excellent project management, time management, and customer service skills.

Must be able to excel in a fast-paced environment managing multiple, simultaneous projects.

Subject matter expertise is not necessary for this position but would be a welcome addition.

Knowledge of Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.

Drafting administrative support documents such as meeting participant names, titles, bios, and background information in Word.

Drafting notes and action items for events and meetings.

Managing projects tracker for multiple, simultaneous projects with moving timelines and different deliverables.

Understanding direction and purposefully developing deliverables that are on-time, within scope, within hours, and high-quality.

Asking purposeful questions to fully understand the tasks and delivers final products that are timely, high-quality, within scope, and aligned with the ask.

Managing Microsoft Outlook calendars and invites.

Using Cisco WebEx, Microsoft Teams, and Zoom for virtual meeting scheduling.

Planning events, meetings, summits, etc.

Maintaining detailed event calendars for large organizations.

Drafting concise, accurate, and thorough written product.

Managing and prioritizing competing assignments/projects on short deadlines.

Working in a fast-moving office environment with multiple, competing priorities.

LANGUAGE SKILLS

Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Exposed to general office noise with computers printers and light traffic.
