Job Title:

Technical Program Manager-Morrisville, NC

Duties & Responsibilities:

Significant experience managing technical programs (preferably cybersecurity) which cover multiple projects/ functions in a large-scale complex enterprise, utilizing security methodologies and industry frameworks.

• Responsible for successfully executing Boundary Protections and Network Security initiatives to improve the security posture of the Postal Computing Environment.
• Plan and track work for multiple teams and report status/ progress to management:
  • Drive sprints; define quarterly/ annual goals
  • Define and develop metrics to measure performance indicators including value, efficiency, and effectiveness
  • Develop and present program status/ metrics to senior USPS management
  • Identify roadblocks and propose effective solutions
• Transition projects/services into on-going operational modes.
• Make recommendations on best practices, staffing and quality improvement initiatives.
• Engage leadership to understand their needs, goals, and issues.
• Prepare justifications and business cases for recommendations on cybersecurity initiatives.
• Manage and consolidate updates to internal collaboration sites and documents.

Minimum Requirements:

• Bachelor's degree.
• 6-7 years of experience in technical program management and strategic and project execution: prioritize business objectives, develop action plans, leverage resources, anticipate potential obstacles, problem solve, and develop alternative solutions.
• Demonstrates ability to effectively deliver, present, and translate technical information, findings, and presentations to different levels of the organization (including non-technical employees), in person or via conference calls.
• Demonstrates ability to utilize time management to meet deadlines and milestones.
• Demonstrates ability to work well in a strong collaborative team-oriented environment.
• Demonstrates attention to detail.
• Demonstrates strong in-person interaction skills.
• Demonstrates strong organizational skills.
• Demonstrates strong project/program management skills.
• Experience with collaboration, problem solving and decision making.
• Experience with Microsoft Tools, e.g., PowerPoint, Outlook, Excel.
• Experience with collaboration tools, e.g., Teams, SharePoint, Zoom.
• PMP Certification.

Desired Skills:

• Knowledge of cybersecurity industry standards and best practices and understanding cybersecurity trends and threats.
• Experience in cybersecurity technology solution planning, engineering, and deployment.
• Experience with certificate management and boundary protection services, such as firewalls.
• Previous experience and/or familiarity with model-based process improvement, e.g., CERT-Resilience Management Model (RMM), CMMI Capability Maturity Model, and security methodologies and industry frameworks, e.g., NIST Cybersecurity Framework, NIST Risk Management Framework, Zero Trust Security Framework, and/or CISA Continuous Diagnostics and Mitigation (CDM).
• Experience working in Agile/Scrum and/or Waterfall methodology.
• Demonstrates ability to positively influence peer organization and key stakeholders.
