The Nebraska State Patrol Criminal Identification Division is offering a position for someone just like you: a QAIP Program Manager!

As a QAIP (Quality Assurance and Improvement Program) Program Manager you will be empowered to lead the team responsible for assisting our local criminal justice partners make improvements to their criminal records processes and making sure that the right information gets to the right places. Conduct trainings, participate in criminal justice conferences, partner one-on-one with agency staff, and use every other tool in our toolkit to make criminal records in Nebraska as prompt and accurate as possible.

Examples of Work
Coordinates the criminal history record improvement program known as the Quality Assurance Improvement Program (QAIP). Organizes multi-disciplinary in-state criminal history record training sessions and presentations. Supervises assigned QAIP employees including conducting performance evaluations, employee selection, and addressing employee training needs and disciplinary situations. Collaborates with statewide agency partners. Develops and communicates "best practices" for criminal history record keeping and maintenance. Interprets state statutes regarding criminal history records. Works with Criminal Identification Division Management to identify process improvements to ensure compliance with state statutes and agency policy and to ensure consistency in processing. Works with agency Grants Division to define the program budget, provide program information for purposes of grant applications and progress reports. Prepares a monthly report summarizing program activity from the previous month, relevant statistical information and identified trends.
Qualifications / Requirements
REQUIREMENTS: Bachelor's degree in criminal justice, business or public administration, project management, social sciences, education, law, or a field related to assigned program and two years' experience in program planning, implementation, monitoring, evaluating program functions or supervising/management staff and budgets. Related coursework, training, and/or experience may substitute for the Bachelor's degree on a year-for-year basis.
Knowledge, Skills and Abilities
Knowledge of governmental organizations and administrative procedures; project management procedures; research and administrative survey and reporting techniques; the principles and practices of budgeting and accounting; personnel management practices; public relations principles and techniques; the inter-relationships among various operations and groups served; federal and State laws, regulations, and guidelines; advise and guide representatives of other agencies and government officials in solving problems; develop functional objectives, performance goals and criteria, and priorities.
Ability to: organize and present facts and opinions to exchange information and ideas and to promote agency needs, plans, and objectives; conduct research activities; summarize technical data and conclusions into reports; plan, organize, and control the work of others; apply management practices, theories, techniques, and methodologies to assigned responsibilities; analyze data and draw conclusions; learn agency programs, functions, policies, procedures, processes, communications channels, and objectives related to assigned responsibilities.
