Position Overview

The Sr. Finance Lead is responsible for advanced proposal support and complete oversight of the proposal process, contract management, and database management. This role will support multiple contracts within the PC Cable Ship and Freighter Operations business. The position requires working with multiple stakeholders across the SubCom business. The role has direct interaction with accounts payable department when reviewing subcontractor invoices and 3rd party labor invoices. This position will report to the Accounting Manager of SubCom and is located in Baltimore, MD.

Responsibilities

• Contract Management
  • Be the interface between Subcom and our customer(s):
    • Site Visits
    • Monthly / Quarterly Meetings
    • Contract Modifications
  • Manage and Oversee project code charging direction from customer.
    • Task Orders
    • Task Numbers
  • Provide support to Program Managers
• Database/Audit/Forecasting
  • Ocean Ops Contract
    • Track Yearly Budget
    • Monthly Revenue / Cost Forecast (Track Variances)
    • Monthly Cash Forecast (Track Variances)
    • Compare Forecasts to Estimates at Complete
  • Maintain Invoice Databases / AR Logs / Funding Logs
  • Process and Approve Travel Vouchers
  • Manage Billing Milestones o Maintain WBS (Work Breakdown Structure)
  • Manage Audit Databases (monthly, quarterly, and yearly)
• Accounts Payable
  • Approve 3rd Party Labor Invoices for Invoicing (Payment Authorization Sheets)
  • Approve Invoices for Subcontractors (Create, Adjust, and Close Purchase Orders)
  • Approve Non-Labor Invoices in Vision 360 (Ensure Accounting is Accurate)

Qualifications

• Bachelors Degree in finance / accounting
• 3+ years experience in government contract management
• Strong understanding of accounting principles (government contracting)
• Proficient in Oracle (Discoverer) suites is preferred.
• Advanced PC skills in Microsoft Office: Excel, Word, and PowerPoint
• Communication skills, both written and verbal
• Strong interpersonal and analytical skills; self-starter, motivated, independent thinker
