Job Description

POSITION PURPOSE

Reporting to the VP, Rates and Regulatory Affairs, the Director will lead a team of seasoned regulatory professionals responsible for effective engagement with state regulators and key stakeholders to advance Veolia's interests and initiatives, timely preparation, presentation and processing of rate cases to consistent with the Company's rate strategy. Responsible for the implementation of regulatory strategy, reviewing, preparing and submitting testimony in rate proceedings on complex ratemaking matters, and managing rate case team members from other Company groups, outside consultants, and attorneys.

PRIMARY DUTIES / RESPONSIBILITIES

  • Analyzes each subsidiary's financial performance including the need and timing of its capital plan based on identified customer service and compliance targets to advise the decision to undertake a rate case. Plays a key role in the Business Review process as it relates to planning and prioritizing rate case filings for the regulated business units.
  • Work with senior leadership to define corporate and state regulatory strategies and be accountable for their implementation. Establish credibility required to serve as a trusted advisor to state and regional leadership.
  • Understands and uses the specific requirements of each regulatory jurisdiction as they relate to the appropriate development and timing of rate case filings so as to maximize revenue recovery; Foster and maintain cooperative relationships with regulatory authorities and stakeholders focusing on productive relationships with regulatory agency Staff.
  • Directs the preparation and submission of accurate and impactful rate cases and other regulatory filings providing direction and guidance in the preparation of rate case filings pursuant to an inflexible filing timetable. Acts as sponsoring expert witness in rate case and other regulatory filing testimonies. Lead a team of regulatory professionals responsible for all compliance and rate matters including rate case preparation, tariff changes, regulatory commission reporting and other regulatory requirements and policies.
  • Represents the Company as an active member of industry committees and associations, with particular attention to those interfacing with regulatory agency Staff.
  • Research and monitor changes in laws and regulators and provide update to management on key changes and ongoing development in proceedings before regulators. Monitor Commission Orders and State legislation and participate in working groups related to their implementation.
  • Keeps abreast of activities in the utility rate setting process, statutory revisions, changes in commission views and other matters affecting the Company. Brings best practices in the regulatory space to the operating companies. Serves as thought leader on issues related to ratemaking and regulation.
  • Monitor regulatory proceedings and legislation to identify trends, issues or decisions which affect the Company's regulatory objectives in assigned jurisdictions. Keeps abreast of activities in the utility rate setting process, statutory revisions, changes in commission views and other matters affecting the Company.
  • Represents the department and participates in special projects and task force assignments as required, including advice and assistance for New Business opportunities and acquisitions including advice and assistance for New Business opportunities and acquisitions. Lead and manage interdepartmental project teams to develop and execute new proposals and initiatives.
  • Oversee tracking for the regulatory compliance filing requirements associated with all aspects of utility operation.
  • Performs other duties as assigned to fulfill business operational needs and objectives.

WORK ENVIRONMENT

  • The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal and extensive reading.
  • Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Qualifications

Education / Experience / Background

  • Bachelor's degree in business, accounting, engineering or finance, 7- 10 years utility accounting experience, 15 or more years in a role focusing on utility regulation, regulatory strategy, or utility finance, ratemaking, public policy, and regulatory law.
  • Judgement and decision-making abilities that facilitate the ability to achieve goals with a high degree of independence.
  • Team leadership and experience building and developing teams Exceptional leadership capabilities and experience building and leading teams.
  • Expert-level understanding of the regulation of utilities, ratemaking and pricing, and regulatory finance.
  • Demonstrated ability to establish and foster productive relationships with regulators and other key stakeholders Exceptional leadership capabilities and experience building and leading teams.
  • Judgement and decision-making abilities that facilitate the ability to achieve goals with a high degree of independence.
  • Ability to interact effectively with senior management including presentations, written communications, and internal relationship-building
  • Previous experience as an expert witness with a demonstrated ability to communicate complex concepts in a manner that will be understood by a variety of audiences.

Knowledge / Skills / Abilities

  • Team leadership and experience building and developing teams.

  • Previous experience as an expert witness on complex regulatory matters.
  • Knowledge of Microsoft Office, proficiency in MS Excel and Google products.
  • Excellent project management, oral and written communication, planning and analytical skills.
  • Ability to plan, prepare and present rate cases.
  • Ability to manage several concurrent projects/cases and to meet inflexible internal and external deadlines.
  • Ability to gather information from many different sources internally and externally, and synthesize such information into persuasive form for regulators.
  • Ability to manage and build consensus among corporate departments, field personnel and rate department regarding regulatory strategy.

Required Certification / Licenses / Training

  • CPA and/or Master's degree preferable
