Global Communities is seeking a Senior Manager, Humanitarian Business Development. This position can be based at any Global Communities office and offers the flexibility to work 100% remote or a hybrid work arrangement.

The Senior Manager, Humanitarian Assistance Business Development leads the overall revenue generation strategy and pipeline development for assigned country portfolios and emergency response operations. The Senior Manager leads all Business Development efforts for high priority, complex opportunities and will be a leading voice on designing winning strategies to resource the important work that Global Communities does. The role provides leadership to the business development process and rallies key stakeholders such as technical advisors, finance, grants and contracts and program management peers to ensure a robust and thorough grant application is submitted in compliance with organizational and donor policies or requirements.

While many of the team's funding opportunities are unsolicited, this role is responsible for supporting a funding opportunity through identifying/qualifying (tracking/positioning), cultivating (capture), and live pursuit phases culminating in preparation and submission of a high quality, proposal/bid. The Senior Manager ensures oversight of the entire proposal process and package, and the transition from proposal to project implementation. Activities supporting the development of opportunities include but are not limited to proposal management, proposal writing, desk research, identifying/securing partners, business intelligence (gathering, analysis and reporting), managing/analyzing solicitation pipeline current year and historical data, and strategic networking and relationship building. The role also supports and contributes to information gathering and analysis, process and tools creation, and capacity building. When not working on live funding opportunities, the role supports broader team initiatives like, process improvements, donor trends, external engagement, lessons learned, mentoring and coaching field staff and peer HQ staff, professional development and surge support to other team members.

COMPENSATION

$93,120 - $116,400 ANNUALLY

Responsibilities

1. Works with HA team to manage new business development and implementation.

  • Identifies and analyzes new program opportunities for humanitarian assistance, working in close collaboration with field teams and other HA staff and headquarters departments and makes recommendations to senior management.
  • Conducts pre-capture and capture work.

2. Plans, participates in, or supports field assessments following rapid onset emergencies and in response to ongoing emergencies.
  • Contributes to the planning for and implementation of field assessments.
  • Liaises and provides guidance to external consultants supporting humanitarian business development efforts.
  • Develops emergency response concepts.

3. Leads or serves on proposal teams.
  • As team lead on select opportunities, and in consultation with HA management, identifies proposal team needs, defines team member roles, manages overall process to ensure a competitive bid is presented to the donor, and oversees team member inputs to ensure quality.
  • Coordinates with internal stakeholders and proposal partners to develop and articulate strategies for technical approaches, partnerships, budgets, management, staffing, and M&E.
  • Serves in assigned roles including, but not limited to, proposal lead, technical writer, recruiter, or support.

4. Works closely with the Finance Manager on cost allocation and pricing strategies and provides input for accurate budget development.

5. Builds relationships with representatives of potential donors, clients and strategic partners.
  • Identifies new partners, sub-awardees/subcontractors, and/or donors to enhance Global Communities' capabilities and expand programming.

6. Represents Global Communities at meetings, conferences, and workshops

7. Brings strategic thinking to field program teams and goes beyond assigned funding opportunities. Significantly contributes to strategic thinking around sector strategies, geographical locations/selections, partnerships, and external relationships

8. Provides leadership to Business Development consultants supporting the assigned funding opportunity and ensures their satisfactory completion of planned deliverables. Advocates to team leadership on resourcing needs for funding opportunities.

9. Leads off-season tasks or working groups for process improvements, learning initiatives, and tool creation.

POSITION SPECIAL RESPONSIBILITIES
  • Travel (up to 15% annually) to difficult and challenging environments for trips ranging from one to four weeks.

Knowledge, Skills and Abilities
  • Significant experience in coordinating and managing business development processes.
  • Understanding of the technical and cost proposal development for US government donors.
  • Expertise with USG humanitarian donors, and UNOCHA, EU or DFID proposal processes. Familiarity with USAID RFA and RFP proposal processes.
  • Understanding of the global international development and humanitarian assistance context. Broad understanding of principled humanitarian action, emergency relief, and resilience objectives and sectors such as shelter and settlements, WASH, food security and livelihoods, humanitarian protection, or health and nutrition.
  • Excellent critical thinking skills and sound judgment. Proven willingness to make timely and sound decisions based on accurate judgement.
  • Strong analytical skills. Ability to work with large amounts of data.
  • Excellent verbal and written communications skills and high level of organization and attention to detail.
  • Ability to work independently.
  • Ability to relate and communicate effectively internationally.
  • Fluency in English, written and oral. Abilities in a second language preferred.
  • Advanced ability in the use of Microsoft Suite, especially Excel.
  • Ability to work under pressure, handle multiple tasks simultaneously, and meet deadlines.
  • Ability to read and interpret documents, sit at a computer and operate a keyboard.


Qualifications
  • A passion for the mission and values of Global Communities.
  • Undergraduate degree in a related discipline and a minimum of six years of related work experience or specialized knowledge of their work discipline with a minimum of 10 year of related work experience.
  • Proven experience leading several proposal development processes from start to finish.
  • Experience with US government donors and/or non-governmental organizations preferred.
  • Must have U.S. work authorization.
