Responsibilities

Departmental HR Administration: Functions as HR Departmental Representative and acts as departmental consultant and guide in interpreting and ensuring compliance with HR-related policies, procedures, rules and regulations to provide related support to staff and management of all FMPP. Serves as liaison for FMPP Clinical Operations to leadership and Central HR. Responsible for the coordination of annual evaluations (USPS, A&P and Faculty) and ensures proper completion of HR compliance-related processes and forms (Outside employment, Excess Annual Leave, Performance Evaluations, etc.) for FMPP. Responsible for job advertisements, job offers, onboarding to include all required documentation, ePAFs, RDFs, and other appointment actions and corrections for FMPP employees. Supervises OPS, Interns, and Federal Work Study employees for Clinical Operations. Maintains departmental personnel files for FMPP employee appointments, performance evaluations and personnel actions and maintains departmental recruiting files.

Coordinates, reviews and evaluates processes pertaining to faculty and Staff development. Advises FMPP management team on matters involving recruitment. Serves as the primary resource for day-to-day operations (I-9, answering questions regarding recruitment, timesheets, issues with employee pay, etc.). Responsible for coordination, completion and review of timesheets and payroll processes for FMPP employees. Serves as a member for the FMPP Clinical Operations Team and participates in strategic planning, staff decisions, and policy development. Provides training to administrative staff on recruitment and payroll processes. Provides guidance and direction to FMPP management team on areas of employment and recruitment, employee data management, attendance and leave, evaluations, and merit data. Assists with policy development for departmental success, ensuring the most efficient processes are implemented and followed department wide.

Internal Compensation and Classification Liaison for FMPP. Provides recommendations for long-range goals and objectives; assists in achieving strategic initiatives; and provides advice to FMPP management in the areas of faculty and staff compensation/classification. In partnership with the Office of Human Resources, provides guidance and advice to FMPP management team on the development of position descriptions for new positions and updates to current position descriptions, faculty and staff salary analyses, employment needs, and salary increases. Conducts on-site reviews of individual positions to determine position duties and responsibilities. Conducts organizational studies and salary surveys.

Queries OMNI Financial and Human Resources data to compile and analyze data for management. Creates, monitors, and provides regular reports to measure key indicators related to FMPP strategic goals and departmental initiatives. Responsible for running reports to include, but not limited to: Cost Center, HR Detail, and Active Employees. Creates, reviews, and submits reports to the Head of Clinical Operations and recommends changes to promote effective and efficient staffing and administrative support operations.

Serves to cover administrative assistance duties to the Head of Clinical Operations. Provides the Head of Clinical Operations with information needed for management decisions. Monitors invoices requiring payment, tracks item delivery, and directly communicates with vendors as needed.

Serves as a resource for FMLA, Workers Comp, and ELR processes. In partnership with the Office of Human Resources, ensures compliance with University, State and Federal requirements in these areas.

Qualifications

Bachelor's degree and four years of experience; or high school diploma/equivalent and experience equal to eight years. (Note: post-high school education can substitute for experience at the equivalent rate.)

Preferred Qualifications
  • Experience with using the OMNI/PeopleSoft system and Microsoft applications.
  • Previous experience supporting human resource actions including recruitment, time & leave, onboarding/offboarding, personnel changes, etc.
  • Experience handling multiple work assignments simultaneously and prioritizing based on departmental need.
  • Experience communicating effectively verbally and in writing.
  • Ability to develop and implement policies, procedures, goals, and objectives.
  • Experience establishing and maintaining effective working relationships.

Anticipated Salary Range

Low 50,000's - negotiable, commensurate with education and experience.
