Job Description 

Computer World Services is seeking a Scrum Master to support the Department of State (DoS) Bureau of Intelligence and Research (INR), as well as other Department intelligence stakeholders, with a streamlined and efficient ability to acquire a range of human centric solution design and development services that will enable innovative and efficient information technology (IT) solution development support enabling the Department to achieve intelligence mission objectives. The Intelligence Development and Enterprise Applications (IDEA) contract enables service providers to capture technology requirements; develop solutions which enhance capabilities to intake, store, process, enrich, and share intelligence information; plan service transition and training activities supporting solution implementation; and guide the implementation and maintenance of solutions across the full system lifecycle. 

Program objectives include information technology support services to include software engineering support, system integration, operations (including security) and maintenance (O&M) support, solution development, business analysis, and senior enterprise application user support across all enterprise applications to support the INR Technology Innovation Office (INR/TIO) information technology requirements. 

The Successful Scrum Master will support in developing user-experienced centered solutions leveraging foundational principles from the Digital Service Playbook and U.S. Web Design standards as well as DoS’ U.S. DoS Brand Systems. The candidate will plan for collaborative solution development, early user function testing, and incremental releases of functional capabilities in current agile development approaches. The candidate must have expertise in Agile Software Development, Flexible and Dynamic team-based Environment, and proven innovation experience.  

Key Tasks and Responsibilities 

• The Scrum Master is responsible for facilitating the daily scrum, the sprint review, and the retrospective.   
• The Scrum Master is responsible for managing the initiatives, epics and stories. 
• The Scrum Master is responsible for managing the release burndown chart, release burndown chart and task board. 
• The Scrum Master is responsible for coaching the team on the Scrum processes and removes impediments for the team.   
• The Scrum Master will work with the product owner(s) to develop and maintain product backlog. 
• Supports the adoption and implementation of an Agile culture to seamlessly develop and deploy software in an efficient, automated fashion.  
• Supports streamlining of IT portfolio and applications with the delivery of frequent, high-quality releases.  
• Must work in a team-based agile development environment and draw from a pool of resources with a range of expertise and technical capabilities.  
• Supports IT infrastructure, custom software, and application design and development projects.  
• Provides SME support to DoS INR.  
• Develops schedule and reports regarding specific tasks.  
• Assists Product owners with creation and maintaining of product backlog 
• Schedules meetings and supports user story developments.  

Education & Experience  

• Required: a BS Degree 
• Required: At least 8 years of experience, with at least 2 years on an agile Project.  
• Experience in managing large Agile development teams and projects 
• Developing and managing cross functional teams driven toward customer centric solutions  
• Demonstrated experience meeting customer’s need leveraging the Agile development methodology  
• Must have strong written and verbal communication skills 

Certifications  

• Required one or more of the following certifications: 
• Active certification in Disciplined Agile Certified Practitioner (ACP) 
• Disciplined Agile Senior Scrum Master (DASSM) 
• Advanced Certified ScrumMaster (A-CSM) 

Security Clearance  

• Secret 

Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.) 

• Due to space limitations in INR (DoS facilities at Harry S. Truman Building), the candidate will work remotely up to 90% of the time.   
• When at DoS facilities, hoteling will be limited to few personnel who will be attending meetings and/or performing installs, support.
