We are seeking a full time Proposal Manager, Contracts and Proposals to join our Baltimore, MD team!

The Proposal Manager, Contracts and Proposals will lead and oversee team members in creation of detailed quotations, budgets, and agreements for a variety of sponsors and vendors. This position will also work closely with the Finance department in maintaining historical records, create reporting, and use metrics/analysis to drive business decisions.

The essential needs of the job can be found below:

  • Apply strategic and customized solutions to the overall proposal documents for Phase 1-3 clinical trials.
  • Responsible for consistently producing deliverables across multiple RFPs.
  • Identify, advise on, and compile winning proposal strategies. Determine key selling messages and budgeting strategies in cooperation with subject matter experts (SMEs).
  • Manage and oversee the escalation process on assigned opportunities. Support the development and delivery of high quality proposal deliverables within prescribed timelines.
  • Represent and/or lead critical department/company initiatives.
  • Proofread, edit, rewrite, and revise materials to ensure readability and consistency of message and tone.
  • Ensure operational strategy and budget align with sponsor needs and win strategy as defined by Business Development. Provide feedback to team to improve proposal quality going forward.
  • Review budgets for errors, consistency with strategy, and appropriateness of scope.
  • Lead RFP/RFI development processes and timelines to support an efficient, high quality and timely proposal submission and scope change process.
  • Lead initiatives to maximize the quality of the proposal submission.
  • Facilitate development of complex RFP/RFI content including budgets and strategic text in response to sponsor RFP requests.
  • Schedule and participate in strategy calls and budget review calls in accordance with submission timelines.
  • Work with clinical development and operational leads to develop strategy for incorporating into proposal text; synthesizes feedback and input received verbally at strategy call into solid draft of proposal and budget.
  • Programming/mapping of internal budget to complex client bid grids when necessary as part of the RFP requirements.
  • Participate in cross functional teams empowered to improve the quality and timeliness of the bid submissions.

Qualifications:
  • BS or BA in Accounting, Finance, Math or Business.
  • Experience as a Proposal Manager or working closely with BD for 5 years within a CRO.
  • Proficient in MS Office (Excel, PowerPoint, etc.)
  • Must have experience developing both text and budget and mapping complex client bid grids and ability to demonstrate a strong understanding of cross functional departments and interactions.
  • Strong interpersonal skills.
  • Strong communications skills.
