The USAID Global Health Bureau supports field health programs, advances glo bal leadership, as well as research and innovation to achieve Agency health and development objectives. The Office of Maternal and Child Health and Nutrition (GH/MCHN) serves as the Agency's technical and policy lead on maternal and newborn health, child survival, immunization, nutrition, and water, sanitation and hygiene, with a focus on prevent ing child and maternal deaths. Cross-cutting activities managed by the Office in support of this goal include private sector partnerships, social and behavior change, multilateral partnerships, gender, monitoring, evaluation, research and learning, evidence translation and policy dialogue. The office's Research and Policy Division (MCHN/RP) is responsible for technical leadership, guidance, and coordination to advance a systematic approach to the use of policy, monitoring, research and evaluation, knowledge management and evidence translation to accelerate the uptake, sustained and effective use, and scale-up of maternal, newborn, child, and environmental health and nutrition programming.

The analyst position resides in the MCHN office and supports the work of the Research and Policy Division (GH/MCHN/RP) or (RP). The program analyst reports to the RP Division Chief and supports the administration and management work of the division. The program analyst provides expert support to MCHN technical staff performing a variety of both complex and routine administrative, project management and analytical duties. These duties encompass analytical-type tasks such as collecting, compiling, analyzing, and displaying data for various program documents, drafting comments and approval packages for award and sub-award requests, and creating and maintaining spreadsheets for financial tracking systems. The program analyst works most closely with RP division staff as well as with USAID mission and other USAID staff and external partners. The individual must build and maintain working knowledge of Agency policies and regulations, corporate practices and procedures, including acquisition and assistance issues, budgeting and financial management, and MCHN technical knowledge. The analyst ranks tasks in order of importance and impending deadlines and handles several complicated tasks simultaneously. The individual is expected to become familiar with division, office, and agency technical issues and policies.

Responsibilities

Serve as a Program Analyst in support of the RP division activities and functions to advance the use of monitoring, evaluation, research and learning (MERL) and related efforts in the bureau and Agency. Assist RP staff to advance the state of the art and provide MERL support to USAID missions through development of communication materials, organizing of meetings and other collaborative work with USAID missions including engagement with projects managed by the division, as well as other approaches including serving on country teams;

  • Assist Contracting and Agreement Officer Representatives (C/AOR)s, technical staff, and the Office of Acquisition and Assistance (OAA) in the management life cycle of USAID projects/activities. This includes consulting with the OAA staff as well as researching USAID's operational policy (ADS), helping to draft various program documents and correspondence such as project authorization documents, action memos, Congressional Notifications, Technical Notifications and waivers, work plan reviews, and approval letters ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards. The analyst will also assist technical staff and recipient organizations to ensure that financial and technical reports are prepared and submitted, as required, participate in negotiations with collaborating partners;
  • Create and analyze budgets and financial tracking sheets to be used by the technical staff to manage division budgets including anticipated incremental project funding, funding modifications, and assist in financial monitoring e.g. track financial status and determine quarterly accruals for funded projects and prepare financial action forms to facilitate annual obligations for the research and policy related activities.
  • Coordinate and support procurement-related actions and approval requests with relevant C/AORs, and technical staff under the direction of the OAA staff. This includes project/activity related key personnel changes, budget realignments, extensions, ceiling increases, incremental funding, close out plans, and other actions;
  • Participate in and document outcomes of program design efforts, including helping to draft concept papers and project appraisal documents. Components of program design include: reviewing lessons-learned; drafting gender and other analyses as required, and initial environmental examination, development of source nationality waivers; as well as participating and documenting choice of mechanism discussions, supporting in management of deadlines, and communication with appropriate stakeholders.
  • Support planning and organizing of webinars and consultative meetings with missions and other partners, serve as a rapporteur/note taker for meetings, and help draft slide decks and meeting related documents;
  • Coordinate scheduling and prepare for meetings, events, presentations, and travel, as necessary;
  • Lead management of the Admin Actions Tracker for OAA for the RP Division activities and facilitate communication with OAA.
  • Establish and organize file structures in shared Google folders and network drives. Lead division efforts to upload files into Asist, the depository of official agency records;
  • Serve as division point of contact for TDY Mission Request System; and,
  • Undertake other duties as assigned


Qualifications

The position requires a Master's degree and one (1) year of relevant professional experience or bachelor's degree (in liberal arts, international affairs, international development, public policy, public health, business administration, or other relevant degrees) and 3 years of professional office experience or the equivalent combination of education and professional experience.

  • Excellent oral and written communications skills in English and the ability to read, analyze, and interpret general business periodicals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Strong interpersonal communications skills and ability to work effectively with teams is essential.
  • Ability to work with mathematical concepts such as probability and statistical inference, ability to apply concepts such as fractions, percentages, ratios, and proportions to reports and financial tracking systems. Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Microsoft Office, internet and e-mail applications are required. Advanced Excel, PowerPoint and Adobe experience desired. Experience in the use of database applications is desired.
