SUMMARY

The Program Analyst IV is responsible for research, evaluations, analyses, and studies, and presents recommendations/solutions related to short and long-term program planning requirements. Specific expertise may be required in configuration management, Earned Value Management, financial management, cost estimation, and/or risk management.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

Analyst Tasks for Business Services

Supports the analysis, policy development and business planning for the APL organization.

Supports research, analysis, presentation development and document preparation to communicate results to FAA management.

Performs qualitative and quantitative analyses, including project planning and execution.

Requires a variety of skills such as creating information, maintaining databases.

Supports the planning and execution of FAA participation in international meetings, conferences and events, as requested. Support will include both internal FAA planning and external coordination with stakeholders and industry to ensure proper execution of FAA objectives.

Supports, as required, all aspects of FAA global engagement and leadership, from strategic planning and identification of opportunities, through planning and execution, to oversight, tracking, and follow-up.

Reviews technical proposals, assembles data, prepares reports/technical summaries, evaluates checklist for completion and attends meetings with the other lines of business, other Government representatives and the public.

Supports, as required, the International Group on International Aviation (IGIA), includin the analysis,

review and assignment of incoming materials for action, use of an automation tool to process and track

records, and execution of analysis and reporting on monthly workflow metrics.

Assists in preparing, creating, formatting and editing spreadsheets, presentations and charts.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION/EXPERIENCE REQUIRED

Bachelor's degree and a minimum of five (5) years' relevant experience, or equivalent combination of education/experience. A Master's Degree in a related field may be substituted for a Bachelor's Degree and three (3) years' experience.

Computer skills and knowledge of FAA practices.

Excellent verbal and written communications skills with solid presentation skills.

Exceptional customer service and relationship-building skills.

Ability to schedule, plan and lead meetings.

Ability to work effectively, both independently and in a team environment.

LANGUAGE SKILLS

Ability to read, analyze, and interpret technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Exposed to general office noise with computers printers and light traffic.
