Job Description Summary
The person holding this position will be responsible for supervising the procurement team handling routine procurement, and expense reports. He/she will provide serve as a resource to team members and/or take the lead on complex transactions such as capitalized equipment, services provided off-campus and outside of Philadelphia, non-affiliate service providers (award recipients, guest speakers, safety board members). The incumbent will be the primary contact for various types of non-affiliate service providers and will need to understand affiliations and be intimately familiar with the services being provided and how they relate to our projects. The position will oversee procurement card programs and be responsible for the allocation of all card transactions, all in a decentralized and electronic environment.

The ideal candidate will have strong accounting background; excellent interpersonal skills; attention to detail; creativity; and flexibility. Familiarity with the Microsoft Office Suite and general computer savvy is a must. Given the time and energy to be devoted to training, we hope to hire someone that will commit to stay in the position for at least five years.

Job Description

Job Responsibilities

  • Direct administrators on non affiliate service providers and coordinate classification with HR or Purchasing/grant managers or other DBEI/CCEB personnel; identify proper pathway for payment (Workday or Marketplace) and secure approvals, get vendor records initiated in the Marketplace, as appropriate, and ensure payment for services and reimbursement of travel expenses are processed.
  • Serve as higher level approver for POs over $5,000 ensuring approvals, bids or bid waivers, property management information is correct; serve as cost object approver 1 for all expense reports. Serve as Level 1 approver for non PO payment requests. Serve as ‘BA' approver for Penn internal systems such as OSL, hotel authorizations, library orders for slides and posters, etc.
  • Supervise the daily activities of the procurement team members and serve as a resource for questions related to their responsibilities including routine procurement of supplies, subcontract orders, capitalized equipment orders, reviewing expense reports.
  • Allocate procurement card transactions; ensure all documentation is in order, and file electronically.
  • Serve as a resource and answer questions of decentralized division personnel responsible for procurement of goods/services/airline reservations/expense reports.
  • Perform additional duties as assigned


Qualifications

Bachelor's Degree required and 3-5 years of relevant experience or equivalent combination of education and experience. The ideal candidate will have strong accounting skills; excellent interpersonal skills; attention to detail; creativity; and flexibility. Familiarity with the Microsoft Office Suite and general computer savvy is a must. Prior University experience is preferred but not required. Given the time and energy to be devoted to training, we hope to hire someone that will commit to stay in the position for at least five years.
