Overview

SUMMARY

Bering Straits Native Corporation (BSNC) is currently seeking a qualified Procurement Analyst in Anchorage, Alaska. This position supports the development, implementation, and administration of BSNC's procurement program. This position leverages system data to create business analytics and coordinates with procurement staff and activities at various project locations throughout the procurement process. This is a direct report to the Procurement Manager but may also be tasked with providing technical advice and other support to Business Development, Operations, Accounting, and other departments.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Supports Procurement Manager or equivalent to implement and administer the procurement program throughout the full purchasing life cycle.
  • Manages various procurement projects that include the areas of sourcing, commodity management, and controls that may affect BSNC's performance.
  • Performs day-to-day procurement functions including but not limited to needs recognition, market research, requisition reviews, vendor due diligence, purchase order entry and maintenance, closeout, and documentation.
  • Supports administration of supplier assessments, scorecards, and other analytics to manage supplier performance.
  • Leverages system data for corporate analytics, historic pricing, and to determine effectiveness of company procurement program.
  • Analyzes procurement performance against indicators and metrics, and recommends avenues for improvement by utilizing judgment, initiative, and resourcefulness.
  • Acts as a liaison between procurement and other departments, technology teams, and support teams to resolve invoice discrepancies and ensure quality data inputs.
  • Provides periodic reporting for management on procurement, controls, and processes.
  • Conducts training of technician-level buyers.
  • Participates in procurement audits, Government inquiries, and/or Purchasing System Reviews, as applicable.
  • Acts as a strategic partner with stakeholders to support business objectives.
  • Other duties as assigned.
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO's)
  • Post-secondary education consisting of at least 24 credit hours in the fields of Supply Chain Management, Business Administration, Finance/Accounting, Computer Science, or related field, and
  • Four years' experience as Buyer, Procurement Analyst, or similar role.
Knowledge, Skills, Abilities, and Other Characteristics
  • Able to manipulate and analyze data within large database systems.
  • Exercises critical thinking and sound judgment to analyze issues and overcome problems.
  • Capacity to think strategically and creatively to identify issues and develop long-term solutions.
  • Excellent verbal and written communication, interpersonal skills, attention to detail, and organizational skills.
  • Excellent Proficiency with Microsoft Software Suite (Outlook, Word, Excel, and PowerPoint) and Adobe. Proficiency with Deltek Costpoint, Microsoft Sharepoint, and other software as applicable.
  • Ability to work independently with general direction, and to manage up and across as needed to meet goals and deadlines in a very fast-paced environment.
  • Ability to maintain productive work relationships and work collaboratively with others to resolve issues.
  • Must exhibit strong security and confidentiality practices with systems that handle sensitive data.
  • Ability to deal with ambiguity and thrive in a rapidly changing business environment.
  • Strong project management skills and experience successfully working cross-functionally.
Preferred
  • Demonstrated knowledge of integrated enterprise resource management systems.
  • Proficiency with the application and knowledge of the FAR, DFARS, and requirements of Government approved procurement systems.
  • Knowledge of the Small Business Administration 8(a) program rules and regulations.

Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES
  • No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
