SUMMARY

The Policy and Communications Analyst - ERMD is expected to provide timely, high-quality, data analysis, research and writing, communications materials, and educational PowerPoints on ERMD's functions. The Policy and Communications Analyst's role will be to work independently with the ERMD team to standardize processes and procedures across ONC, build awareness for ONC's Ethics, ERM, audit programs, and strengthen its risk culture. This position will research, analyze, write and develop internal administrative policies that drive standardization across ONC. In addition, this position will be expected to collect, synthesize and present programmatic and operational data; conduct trend analysis; create educational materials and curriculum, and provide written and oral recommendations related to communications, policy and training. The incumbent should be comfortable with collecting, analyzing, enriching, presenting and delivering data insights to senior leadership based on various metrics and maturity curves. Experience in managing, facilitating and reporting on large projects with multiple milestones within in a digital platform (MS planner, project, powerbi, etc.) is required. Project Management Professional (PMP) certification and/or project management experience strongly desired.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Employs Microsoft Office and PowerApps (which includes PowerPoint, Excel, Access, Word, PowerBi, Teams, Planner, Project, and Outlook); Adobe Pro, SharePoint, in addition he/she must be able to quickly gain proficiency in other automated office applications, such as Salesforce, ConcurGov, Integrity, EFDS, and OpStar (SmartSimple).

Presents and communicates data analysis and insight/solution development of operational trends, as applicable.

Writes, revises, and organizes documentation related to operational processes, procedures and process improvement.

Provides technical reviews of confidential and sensitive information in a timely manner.

Manages, tracks and facilitates ERMD's action plan to include milestones and sub-tasks, deadlines, status reports, workflows and actions.

Prepares meetings, references and executive materials for presentation and publication to large groups of middle and senior-level managers.

Ability to cross coordinate and communicate with ONC HHS, and federal government partners on ethics, ERM, audit, and related matters.

Actively engages in and summarizes key takeaways in trainings, working sessions, and workshops with ERMD, management, etc.

Identifies trends, conclusions, and gaps in ethics and compliance, FOIA, OIG/GAO, ERM, and policy data.

Drafts, revises and distributes educational and communications materials including, but not limited to newsletters, PowerPoint Presentations, memos, executive summaries, and status updates.

Provides technical support to ONC risk management portfolio including strategic management, ethics, audit, internal controls, audit liaison, and FOIA.

Develops, presents, and reviews ERMD training and educational content, organizes materials in a strategic way, makes accessible to ONC in appropriate medium/file structure, and revises/monitors as appropriate.

Provides project planning, management, oversight and coordination for policy initiatives under the direction of the ONC Chief Risk and Ethics Officer /Director, Enterprise Risk Management Division including the development and maintenance of project management plans.

Assists across ERMD to fill in and back up for team absences, planned and unplanned.

Performs other tasks as needed to support ONC ERM, Ethics, Policy, GAO/OIG, and FOIA efforts.

Performs other tasks as needed to support ONC risk management efforts.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole.Fosters an environment in which they will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

Bachelor's degree and a minimum of three (3) years' relevant experience working in a professional business environment; or equivalent combination of education / experience. Experience in managing, facilitating and reporting on large projects with multiple milestones within in a digital platform (MS planner, project, powerbi, etc.) is required.

CERTIFICATES / LICENSES / REGISTRATION

Project Management Professional (PMP) certification and/or project management experience strongly desired.

Able and willing to acquire required certifications to meet customer requirements.

U.S. Citizens / Green Card only due to government or federal requirement.

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Operational knowledge of standard office practices and procedures.

Working knowledge of business records management and filing processes.

Skilled in Microsoft Office (which includes PowerPoint, Excel, Access, Word and Outlook); Adobe Pro, SharePoint, with ability quickly gain proficiency in Salesforce, ConcurGov, Integrity, EFDS, and OpStar (SmartSimple).

Knowledgeable and proficient in the use of the English language as to professional business grammar, in the preparation of correspondence, reports and presentations.

Excellent verbal and written communication skills.

Excellent problem-solving skills.

Ability to make sound judgments in a business environment.

Ability to work effectively both individually and in a team environment.
