Purpose

The Manager, Compliance will play a key role in the delivery of environmental compliance for Vineyard Wind 1, the first commercial scale offshore wind project in the United States. This role will ensure environmental compliance with Federal and State permit and regulatory requirements for both offshore and onshore construction activities, interfacing with various construction package compliance managers. Additionally, this role will be critical to the successful transition from project construction phase to operations and maintenance.
Working as part of the Vineyard Wind 1 Joint Venture, this role has direct reporting obligations to the Sr. Environmental and Permit Compliance Manager within the Vineyard Wind 1 Offshore Wind Project. The position also reports to the Manager Environmental Compliance (EMS) within Avangrid, with interfaces to the Iberdrola Global Offshore Environmental Team. The Environmental Compliance (EMS) Advisor will lead on embedding the Iberdrola Environmental Management System at the project level during operations and maintenance, ensuring regulatory and legal compliance through implementation, audit and development of new processes. The qualified candidate will ensure that appropriate standards of quality, best practices, and exceptional environmental performance are applied.

In addition to leading on environmental compliance during construction, and EMS implementation during operations, the Environmental Compliance (EMS) Advisor may be called on to provide technical environmental support across the US offshore wind portfolio, including subject matter expertise relevant to their background (e.g., fisheries, ornithology, marine mammals, waste management, and/or emergency response), support research and science initiatives, and engage with external stakeholders.

The position requires regular field visits and may require travel nationwide. This position is based in Boston, MA on a Hybrid schedule.

Responsibilities

• Ensure that environmental permitting and regulatory requirements are fully considered and adhered to in specialist advice / design to ensure compliance with legislation and industry best management practices, including preparation of contract schedules and associated documentation.
• Creation and ownership of, and review and technical input to key project environmental documents (Environmental Management Plans, etc.)
• Attend weekly VW1 project compliance meeting(s) and assist installation and technical teams in finding solutions to compliance related challenges.
• Work directly with project technical team(s) to ensure quality and timely completion of required regulatory submittals and notifications.
• Development of EMS-related documentation for input and tracking in HSE compliance software
• Liaise with the Health and Safety team on HS-E interface topics and contractor management.
• Provide field environmental oversight, guidance and support, including onshore and offshore visits, participation in site and vessel inspections.
• Gathering incident details, documenting remedial actions and lessons learned, internal corporate reporting of same.
• Develop working knowledge of the latest technical and commercial developments in the specialist discipline that has the potential to reduce cost and risk or improve environmental performance.
• Support the establishment and maintenance of environmental/ planning stakeholder relationships.
• Create, review and update local offshore environmental management control procedures aligned with ISO 14001 and support ISO 14001 certification process.
• Assisting with assessment and approval of all contractor EMS proposals throughout preselection, tendering, award and project execution phases to ensure quality and reputation of suppliers.
• Ensure that all assessment, advice and recommendations are fully documented in accordance with all internal procedures (focused on environmental management) and industry best practice.
• Deliver consistent, high quality, cost effective specialist technical advice in relation to EMS.
• Develop and communicate environmental awareness training including site inductions.
• Promote environmental awareness within the project team, contractors, and general site
• Engagement and support with onshore and offshore package leads to communicate environmental compliance requirements and environmental management standards.
• Conduct environmental audits according to ISO 14001 standard and internal procedures
• Receive, review and support on contractor's risk assessments / method statements, environmental plans etc. and work with project management to approve submitted documents.
• Lead and assist with incident reporting, close out and mitigation planning according to internal requirements.
• Provide technical, biological, ecological, and environmental expertise in support of offshore wind project development activities.
• Assist with collaborative partnerships with outside organizations on environmental initiatives.

Skills and Requirements

Skills, Knowledge and Experience

• Proficient in English

• 6-10 years industry experience with large scale projects
• Experience in environmental compliance, preferably in the offshore construction industry or other transferable industry experience (knowledge of offshore wind desirable).
• Familiarity with sector-applicable regulation - e.g., MARPOL, NEPA, NPDES, Clean Air Act, Clean Water Act, Massachusetts environmental regulations, etc.
• Experience working with environmental compliance software and data management systems
• Previous work in a field, vessel environment
• Monitor permitting compliance, project development, contractual progress, management systems deployment, Lessons Learned, and other compliance related metrics to provide a clear and transparent representation of offshore compliance health within a project.
• Possess a B. Sc. or B. Eng. degree from an accredited institution (required), or Masters with one of the following (or related) concentrations:
o Regulatory, Environmental, or Maritime Law
o Civil, Chemical, Industrial, or Mechanical Engineering
o Occupational Safety and Health Management
o Marine affairs
o Environmental science

• Knowledgeable experience within the Offshore Industry
• Awareness of ISO14001 requirements
• Project Management experience highly preferred.
• Sound relationship management skills and confidence working with senior management.
• Experience complying with regulations and guidelines provided by regulatory authorities, as well as familiarity with the importance of maintaining HSE protocols.
• Experience with marine affairs topics (e.g., marine mammals, endangered species, ornithology, etc), regulations and stakeholder engagement is an asset.
• Outstanding written and verbal communication and interpersonal skills.
• Qualified candidates must have a demonstrated ability to effectively communicate across multiple levels within a company.
• Strong analytical and problem-solving skills and attention to detail required.
• A flexible schedule and capability to do some travel as needed.
• Additional desired qualifications include a positive and energetic attitude and ability to work independently and proactively.
• Experience working with teams involved in large projects desired.
• Pro-active and diligent approach.
• Ability to work under pressure and within tight deadlines.
• Able to adapt and work in a fast-paced working environment and responsive to change.
• Offshore survival training preferred.
