SUMMARY

The Mail Clerk/Courier position provides services related to mail administration and operations for the Program Support Center (PSC) and component agencies within the Department of Health and Human Services (DHHS) as well as to the broader Federal Government. This position performs sorting of outgoing and/or incoming mail using an appropriate sorting program or manual distribution. On a rotation basis, performs all of the following duties, loads mail onto automated equipment, culling out items not able to be processed; enters sort plan and starts equipment; monitors flow of mail to ensure continuous feed; sweeps separated mail from bins stackers; and stops equipment when distribution run or operation is completed. Runs machine reports, clears jams, and contacts maintenance for assistance when required. Provides support with incoming and outgoing mail distribution, internal distribution, special mailings, shipping and receiving as well as oversight of vendors and ensuring service agreements are met.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Supports daily mailroom operations for all incoming, outgoing, and interoffice mail from receipt in central mailroom to distribution throughout the campus meeting preset delivery schedules for all locations.

Unloads and prepares incoming mail and parcels for delivery to destination offices. Sorts mail into tubs by buildings, floors, and individual mail stop points.

Reads and routes mail that is incomplete mail and/or incorrectly addressed.

Delivers mail to destination mail points and picks up outgoing mail.

Receives, records, distributes, and dispatches certified, registered, insured, special delivery, Express mail, and courier shipments in accordance with USPS regulations and contract courier instructions.

Prepares outgoing packages for mailing in accordance with USPS regulations and contract instruction.

Maintains mail records as required for accurate postage payment to USPS.

Researches and delivers all incoming USPS mail (all classes) that are improperly addressed to the destination office no more than eight (8) work hours after receipt on Mondays, or days following National Holidays, and in no more than six (6) hours on all other days.

Attends Annual Postal Inspector training regarding the proper way to handle suspicious mail and follows procedures as necessary.

Monitors meter funds. Notifies Mail Operations supervisor when additional funds are needed. Adds funds to meter after approval.

Ensures that all necessary routine maintenance is performed on all mail handling equipment, i.e., metered mail equipment, typing machines, tape dispensers and any other assigned equipment. The Contractor shall forward any maintenance requests to the supervisor.

Performs all of the above duties on a non-interference basis with the regular delivery schedule.

Prepares work area, ensuring all necessary support equipment and materials, including labels, trays and other containers are in place.

Removes sorted mail from bins or separations and places into appropriate trays or containers for further processing or dispatch, based on knowledge of operating plans, protocols/procedures, and dispatch schedules.

Provides information and solutions in response to inquiries pertaining to services and customer inquiries.

Accesses databases to retrieve and/or record information such as customer locations, relocating of deliveries and product shipments.

Processes customer shipments and records customer account information accurately.

Responds to routine informational inquiries and service requests through the use of various communication technologies including, but not limited to, telephone calls and emails.

Follows established safe work methods, procedures and safety precautions while performing all duties.

Receives, sorts, and distributes incoming mail/packages. Meters outgoing mail and parcels.

Cross trains for all mail routes and inside deliveries.

Maintains vehicle log and provides reports to supervisor weekly.

Performs other duties as assigned.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole.Fosters an environment in which they will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

EDUCATION / EXPERIENCE

High School Diploma or General Education Degree (GED) and three (3) years of related experience and or training, or equivalent combination of education and experience. Experience with Post Office, FedEx and UPS charges, regulations and delivery services preferred.

MATHEMATICAL SKILLS

Ability to add and subtract two-digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume and distance.

REASONING ABILITY

Ability to apply commonsense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.

PHYSICAL DEMANDS
