Position Information

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Conditions of Employment

Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Major Duties

Under the general direction of the Associate Vice President, Human Resources, the Director of HR Operations will provide leadership to, and oversee the areas of Employment, HRIS, and Compensation and Classification in the Human Resources office. The incumbent directs recruiting and oversees onboarding for new employees, creates internal salary structures, and maintains the campus compensation philosophy. The Director develops career development programs and consults with management on organizational effectiveness. In addition, the Director participates with the senior management team in developing human resource strategies and contributes to strategic planning, direction, and goal setting for human resources. The Director establishes reviews and communicates human resources policies, practices, and procedures that have a significant impact on the university.

Qualifications

Required Education and Experience:

Education: Bachelor's degree from a four-year accredited college or university with an emphasis in human resources, public administration, or a related field.

Experience: Equivalent to eight (8) years of progressively responsible administrative experience in Human Resources Information Systems, data analysis, employment policies, and/or recruitment and compensation.

Required Knowledge, Skills, and Abilities:

-Comprehensive knowledge of the principles and practices of human resources management;
-Thorough knowledge of the systems, methods, and administrative procedures involved in planning, organizing, and directing human resources management programs;
-Knowledge of personnel policies, methods, laws, regulations, and collective bargaining agreements;
-Knowledge of project management strategies to improve organizational effectiveness;
-Ability to manage a functional area(s) within a human resources department;
-Ability to promote effective HR practices that support institutional excellence;
-Ability to gather and analyze data, reason logically and draw valid conclusions;
-Ability to write clear and concise reports;
-Ability to learn, interpret and apply a wide variety of human resources management policies and procedures;
-Ability to establish and maintain cooperative working relationships with union representatives, administrators, applicants and others;
-Ability to plan, organize and direct the work of others;
-Skill in the analysis of problems; application of sound judgment in the assessment of alternative solutions
-Ability to supervise subordinate staff.

Certification: Valid Driver's License

Responsibilities

45% Employment, Classification, and Compensation:

Provides oversight in the development of recruitment strategies; Ensures that valid job-related selection processes are followed; Provides direction regarding the campus' staff and management classification and compensation programs; Plans, develops, communicates, and implements procedures necessary to meet the unit's objectives; Provides leadership and direction to the Sr. Employment Manager and Classification & Compensation Manager; Advises administrators and staff of policies, procedures, and legal issues related to employment functions of the University.

35% HR Operations:

Provides leadership and support for the operations of the HR PeopleSoft system to ensure accurate data for creating and maintaining all employment records; Collaborates with Payroll Services, Faculty Affairs & Development, and other related units to ensure procedures and practices are reviewed periodically and documented to ensure employment records are processed timely and accurately; Ensures the proper completion and issuance of employment documents, reviewing personnel actions and eFasts/Special Consultant Contracts, and making recommendations as appropriate; Reviews Volunteer Identification Forms to ensure compliance of the Volunteer Policy; determines if a background check is needed based on the duties and responsibilities; Ensures personnel files are properly maintained; Coordinates transactional processes with Payroll Services; Provides leadership and direction to the HRIS Analyst/SME, HR Analyst, and front desk operations.

15% Organizational and Career Development:

Consults with managers on reorganization plans and career development strategies for employees; Collaborate with managers on succession planning.
