Position Title: Director, Facilities Planning

Department: Maintenance & Security

Rate of Pay: Exempt - D61 - $85,780.00/year

Closed Date: June 10, 2022, 5:00 PM Arizona Time

Position Summary:

The Director for Facilities Planning provides direct specialized leadership and management for the Facilities Planning Department.

Duties and Responsibilities:

  • Directs and oversees the Facilities Planning Department
  • Responsible for decision making, compliance, and policies for district facilities and related units such as; facility planning, plant operations and construction, energy management, capital programming and budgeting
  • Responsible for the management of capital project and budgets, Capital budget of over $10 million
  • Administers capital projects, coordinates contractor work, facilities project management, correct facilities problems and coordinates with Plant Operations
  • Administers, monitors and evaluates the employees of the Facilities Planning Department
  • Management of architects, engineers, general contractors, and business partners to ensure projects are completed on time and on budget. Contract administration for the architects, engineers, and general contractors
  • Advises and/or responds to requests/questions from other college departments, including the Chancellor's Office and Board of Governors
  • Advises and responds to external agencies regarding complex issues or policies impacting the College programs and services related to Facilities
  • Establishes, monitors, evaluates, improves processes, procedures and/or standards, ensuring alignment with the College mission, values, goals, objectives and initiatives
  • Ensures compliance with Federal, State and local laws and regulations
  • Performs other job-related duties as assigned
 

Job Requirements:
  • Bachelor's degree in Architecture, or Engineering, or Construction Management, or a related field and
  • Five years' progressively responsible professional level experience related to the area of responsibility, including prior supervisory and management experience and
  • Licensed Architect or Professional Engineer and
  • Arizona Driver's License
or
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above 
Preferred:
  • Master's degree
The ideal candidate will have the following knowledge, skills and abilities:
  • Facilities and Construction Project Management and Administrative skills.
  • Leadership and supervisory skills to direct the department.
  • Management of consultants, contractors, vendors and outside agencies that affect the College Facilities Department.
  • Knowledge of building codes and standards - local, state, federal laws and regulations.
  • Monitoring and evaluating employees.
  • Developing and implementing budgets, planning, analyzing and evaluating facilities planning and operational needs.
  • Construction project management skills.
  • Project Management includes - project planning, project budget development, project scheduling.
  • Communicating technical and complex information.
  • Building design, construction documentation and overall understanding of facilities building projects and operations.
  • Computer software - includes ACAD, Revit, MS Project, MS Excel.
  • Plan, prioritize and assign department work
  • Analyze complex situation and provide solutions to College facilities issues
  • Plan, analyze and evaluate department program services, operational needs and fiscal constraints
  • Manage department budgets, develop and implement department fiscal budgets
  • Provide direction and solutions to local, state and federal laws, regulations and codes
  • Manage change and address issues to department employees
Physical Requirements:

Positions in this class typically require reaching, fingering, talking, hearing, seeing and repetitive motions.

Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or let controls requires exertion of forces greater than that of sedentary work and the worker sits most of the time. The job is rated for light work.

May be subject to moving mechanical parts, electrical currents, vibrations, dust, intense noises and travel.
