Education: Required - 4-year bachelor degree from an accredited program/university, preferably in one of the following areas: Social Work, Psychology, Criminal Justice, Sociology, Counseling or Human Services. Preferred - Graduate degree from accredited program/ institution in above listed field.

Experience: With undergraduate degree 2 years' experience in developing and implementing a program or business including experience in the administration, financial management and supervision of employees. 3 years' experience in working with children and adolescents in a large organization. Preferred - 3 plus years in senior management, multi-tasking high priority projects, development, oversight and management.

Supervises: YAD Case Managers, TWC Advocate and Our House Case Manager and Resident Advisor as assigned
Summary: The Program Director is responsible for using sound professional judgment and best practices to supervise staff to ensure quality service are provided to clients and the programs are in compliance with all policies, procedures and contract requirements.

Essential Functions:
1. Develop and implement program components and resources that result in the growth and enhancement of the multiple programs and at-risk population.
2. Provide guidance and oversight to the Our House program staff, and residents for compliance with Our House policies and procedures.
3. Respond to resident incidents that are significant events 24/7/365.
4. Coordinate the admissions and discharge process for each Our House resident with the approval from the Regional Director.
5. Meet all deadlines required by Regional Director and Programs Policies and Procedures.
6. Provide guidance and oversight to the YAD and TWC programs, staff, and clients, monitor for compliance with programs polices, and procedures.
7. Respond to client incidents that are significant events 24/7/365.
8. Responsible for oversight of the budgets for all programs. This includes reviewing monthly general ledgers, billing spreadsheets, day to day tracking of expenses, and reviewing all financial reports for compliance.
9. Monitors and approves program spending based on approved budgets.
10. Reviews and approves monthly spending reports for case managers and advocates.
Collects and submits original receipts, expense reports, sign in sheets, and other required documentations for budget and billing in a timely manner.
11. Lead the assigned team by providing consultation and staff meetings on a regular basis to review and to evaluate each youth in the program and to ensure staff needs are being met in order to perform their job responsibilities.
12. Provide direct case management services to youth in all programs; this includes assisting them with the transition into adulthood, connecting youth with resources, helping youth learn and prepare for their work environment and monitor and supervise their performance during employment. The Program Director will carry a caseload, if necessary, when case managers are out of office and not available to provide services, when cases are needing more attention, and when caseloads need to be adjusted to maintain quality of services.
13. Responsible for ensuring contract compliance by monitoring case management services to see that all contract deliverables are met and by seeing that best practice is utilized to provide quality services to youth.
14. Completes ongoing training, weekly consultation, and completion of monthly case file audits, review of case documentation, report writing, and shadowing of case managers.
15. Acts as liaison with program contract managers to initiate phone calls, to participate in monthly meetings, to provide required reporting as required by the contract, to obtain approval for DFPS for youth participation if required, and to maintain open communication for services.
16. Monitors and maintains an internal procedure manual for the programs that includes written processes, contract specific requirements, and agency policy and procedures.
17. Guides, leads, develops and mentors all direct reporting staff and interns to promote optimal performance through regular communication and evaluations.
18. Provides guidance to TWC Workforce Advocate with researching, identifying and soliciting commitments from possible sources of employment through community networking.
19. Perform post-placement and follow up activities such as job coaching, assisting with job retention, and addressing other opportunities to pursue success.
20. Responsible for implementation of events, match donations, and meeting monthly Match requirements. Documents and submits monthly match reports.
21. Attends community events and promotes and represents BCFS HHS within the city of Kerrville.
22. Speaks and or presents during the National Day of Prayer and other events held within the Hill Country Resource Center.
23. Maintains, strengthens, and establishes connections with community partners and stakeholders within the city of Kerrville.

Measurable Deliverables:
1. Ensure there is face-to-face contact with Our House residents daily to ensure residents are safe, have food, medication, are mentally stable, and to build a positive and trusting relationship with each resident.
2. Ensure there is documentation to be accountable for each resident's well-being and independence.
3. Meet all guidelines and standards that are applicable to this position.
4. Coordinate with and provide guidance for resident services involving family members, other caseworkers, probation officers, therapists, medical providers, attorneys, advocates, mentors, TWC workers, judges and psychiatrists.
5. Assist residents with issues related to transitioning into and out of Our House.
6. Respond promptly to crises.
7. Ensure there is documentation and monthly progress summaries for each resident's record, as well as each client who received services in YAD and TWC.
8. Participate in on-call rotation, and is available after hours as needed.
9. Assist residents transitioning out of Our House and provide resources for housing, food, medical care and employment, as needed.
10. Schedule and participate in meetings and team decisions and operations.
11. Participate in workshops, seminars, education programs and activities that promote professional growth and development.
12. Compile, prepare, submit and maintain accurate records, files, forms, statistics and additional information in accordance with Our House policies and procedures.
13. Monthly, quarterly and annual contract deliverables are met. Youth are seen as required by the contract agreement.
14. Client files will be maintained according to all BCFS HHS standards.
15. Program outcomes are tracked and achieved.
16. Monthly and Quarterly reports are submitted to the Regional Director.
17. Training partnerships are developed between local businesses and local training providers (e.g. community-based organizations or local community colleges) to train client to be productive employees of the partnering businesses.
18. All documentation is entered in a timely manner and per contract requirements, and all documentation captures the services provided to the client.
19. Work evenings, weekends and holidays as needed or requested by position supervisor.
20. Implement BCFS HHS safety protocols
21. Maintain confidentiality in all areas of the service population and program operations.
22. Maintain BCFS HHS professional and ethical standards of conduct including demonstrating respect for agency staff, the service population, and community members and complying with required dress code at all times.

Credentials, Skills and Abilities:
1. Maintain current licenses and certificates required for the position including but not limited to:
• First Aid • CPR • Emergency Behavior Intervention

2. Pass a pre-employment drug screen and random drug screens and maintain emotional control and professional composure at all times.
3. Provide proof or work eligibility status upon request.
4. Pass a pre-employment and biennial criminal background and motor vehicle check (fingerprints needed if applicant has lived out of state within the past 5 years)
5. Demonstrate the ability to:
a. Respond sensitively and competently to the service population's cultural and
socio-economic characteristics.
b. Communicate effectively in writing and verbally.
c. Work in a fast paced environment.
d. Maintain computer literacy required to meet the responsibilities of the position.
e. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
f. Travel as needed.
g. Manage time effectively and efficiently.
