Job Description

SUMMARY

The Digital Communications Specialist provides strategic communication support to the Assistant Secretary of Nuclear Energy and Chief of Staff (COS). The purpose of the position is to improve the Department of Energy (DOE) Office of Nuclear Energy's (NE) capacity to effectively communicate information, analysis, and reporting to key audiences through multiple mediums, including comprehensive, data-drive websites, monthly reports and alerts, special publications and multimedia products, traditional and social media, and external briefings and events. Activities will include public, media, and stakeholder communications services for various stages of the communications process that support the DOE-NE mission and initiatives, and enable public understanding of complex technical, economic, and social issues related to nuclear energy. This support is essential to achieve success in the performance of the NE mission.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will reportanyviolations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

This position provides the necessary assistance needed for a wide variety of communications and outreach activities and information management tasks through DOE systems, procedures, and processes.

Sets guidelines for, monitors, and conducts strategic communications tasks, such as public information materials development, media outreach, public relations, multimedia and IT tool development, etc.

Ensures that plans, materials, tools, events, and other communications products and services support strategic communications goals to achieve the largest impacts.

Oversees or performs follow-up activities to evaluate the success of strategic communications projects, e.g., reviewing progress toward metrics; and establishes and evaluates lessons-learned and best practices.

Supports the development and assists in the execution of the NE outreach strategy.

Develops content and assists in management of NE social media accounts.

Develops messaging and content to highlight research projects and subject matter areas of critical importance and impact to nuclear energy.

Supports NE leaders and decision makers' engagement and public meetings each year.

Provides strategic advice and consultation to NE in developing and effectuating a communications strategy amongst its constituencies.

Reads, understands, and brings to management's attention action items by priority.

Gathers and synthesizes data from various sources to support the decision making process.

Coordinates and supports meetings, and arranges travel related to assigned activities and programs.

Collaborates with other communications personnel in DOE HQ to meet the requirements of NE officials.

Follows established department directives and office procedures for the work performed.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION / EXPERIENCE

Bachelor's degree in Marketing, Communications, Journalism, Advertising, Graphic Design, Event Planning, Business, Information Technology, or other related field and a minimum of four (4) years' of relevant experience working in communications or a related field.

CERTIFICATES, LICENSES, REGISTRATION

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Skilled in Microsoft Office suite, Adobe creative suite a plus

Experience using Content Management System to maintain website

Excellent technical writing and editing skills

Knowledge and ability to support public affairs efforts for NE, reviewing program messages and materials and ensuring all messaging is consistent with the goals of NE, DOE, and the U.S. Government

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals

Excellent verbal and written communications skills with solid presentation skills

Exceptional customer service and relationship-building skills

Ability to schedule, plan, and lead meetings

Ability to work effectively, both independently and in a team environment

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.
