System Purchasing and Support Services

Job Summary
Under administrative direction, draft, negotiate, and execute contracts in the System Purchasing & Support Services office, University of Illinois System Offices. Develop and provide training and dissemination of information to system units.

Duties & Responsibilities

  • 1. Review and approve university contracts on behalf of System Purchasing & Support Services. Working under the direction of the Director for System Purchasing & Support Services, complete business review, negotiation, and analysis of revenue generating, no fund, and hybrid contracts on behalf of System, working closely with the Office of University Counsel, the Office of Risk Management, and other offices as necessary to determine related liability, risks, and financial matters. Sign Comptroller's name to contracts and other documents as appropriate.
  • 2. Direct the review and development of unit-specific contract templates for a more efficient contract process.
  • 3. Lead the development of a systematic approach for efficient workflow of contract processing. Continually evaluate contract processes, recommending policies and procedures to improve efficiency and service to customers.
  • 4. Analyze revenue generating activities proposed by System units and determine relevant contract needs. Also provide System units with revenue generating requirements as outlined in University Policies
  • 5. Manage contract planning and organization for System units implementing revenue generating activities
  • 6. Prepare reports and gather documentation for audits and annual reporting requests.
  • 7. Participate in the development and delivery of training classes for System staff regarding contract issues and new and/or revised policies and procedures, as needed.
  • 8. Participate in cross training within System Purchasing & Support Services.
  • 9. Assist with developing and evaluating new programs and policies that improve partnership between System Purchasing & Support Services and campus Purchasing and Contract Management offices to conduct business with efficiency and necessary controls.
  • 10. Serve as the System Purchasing representative to various university and System committees.
  • 11. Perform other duties as assigned appropriate for the Senior Coordinator of University Contracts.
  • Travel Requirements
    5% Travel to Chicago at least once a month.

    Minimum Qualifications
    Bachelor's degree in business administration, management or a field related to position. Two (2) years of professional-level accounting, managerial and/or business experience.

    Preferred Qualifications
    1. Three years to five years' experience in University of Illinois administration (preferred) or equivalent experience in a similarly complex organization.
    2. Experience in a University of Illinois college or unit and familiarity with OBFS policies and procedures.
    3. Experience negotiating contracts at the University of Illinois or a similarly complex organization.
    4. Experience teaching or developing and delivering training.

  • 4. Good analytical skills.
  • 5. Proven ability to exercise good judgement and discretion.
  • 6. Strong computer skills that include Microsoft Office Programs.
  • Appointment Information
    This is a 100% full-time Civil Service 5010 - Business/Administrative Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after the close date. Salary is commensurate with experience.
