About the Department

The Clinical Trial Financial Group (CTFG) is responsible for budget development and negotiation of clinical trials, as well as comprehensive billing and recovery of clinical research earnings, for the Department of Medicine. We collaborate with the Principal Investigators, clinical research nurses and coordinators, regulatory managers, core facilities, and our central research administration (URA) and clinical research offices (OCR) to ensure that each protocol is adequately funded. In August of 2011, the CTFG was formed and began organizing a cadre of experts to develop and implement process improvement and standard practices surrounding budget review, development, and negotiation; clinical research bill review and payment; evaluation, tracking, and management of clinical trial earnings; sponsor invoicing; and cash collection. Today, the CTFG is responsible for clinical trial budget development and negotiation for an average of 250 externally funded studies per year, as well as comprehensive billing and recovery of clinical research earnings for over 500 ongoing clinical trials. The Department of Medicine was the first department created when the medical school began over 110 years ago. It has evolved into the largest department not only in the medical school with over 300 full time faculty but is also the largest department in the University. Job Summary

The Clinical Trials Budget/Contract Manager will facilitate the development and initiation of clinical trials within the Department of Medicine Clinical Trial Financial Group.

Responsibilities

  • Build and negotiate clinical trial budgets and contract terms, on behalf of faculty and the Department, with industry, federal, and private funding agencies.
  • Advise Department faculty and staff on matters related to clinical trial budgets and contracts in a clear and professional manner.
  • Read and interpret clinical trial study documents including Protocol, Budget, Contract, Informed Consent, and Laboratory Manual.
  • Ensure document harmonization and compliance, and facilitate timely execution of agreements.
  • Successfully interact with other departments, core facilities, and administrative offices to ensure efficient operation at all levels.
  • Establish professional relationships with pharmaceutical, CRO, and non-profit counterparts to facilitate amicable and timely negotiations.
  • Contribute to data analysis, using established and novel metrics, to advance Unit and Department efficiency and profitability.
  • Monitor processing of Institutional Review Board (IRB) submissions and approval of clinical trial protocols.
  • Manage multiple concurrent projects, paying special attention to competing deadlines, complexity, and priority.
  • Seeks new avenues for funding and grant opportunities and ensures that notices of relevant opportunities are brought to faculty attention. Works with sponsors to draft proposal budgets in accordance with University needs, with a moderate level of guidance and direction.
  • Reviews all applications against University guidelines, in addition to drafting progress reports, non-competing applications, amendments, and budgeting. Responsible for all data entry and preparation of grant reports and trend analysis.
  • Performs other related work as needed.

Education:
  • Advanced degree.

Experience:
  • Three years of financial experience.
  • Working knowledge in FAS, Business Objects, and academic medical operations.
  • An understanding of fund accounting principles, federal and major non-federal post-award policies, allowable cost policies, and fundamental academic medical research accounting principles.
