Summary

Bechtel Plant Machinery, Inc. (BPMI) is seeking an Advance Procurement Project Manager - Prime Contract Proposal Coordinator for its Business and Financial Operations (BFO) department for its Monroeville, PA location, which is located just a few miles from Pittsburgh. You will have the ability to work a hybrid schedule, performing your work at BPMI's Monroeville, PA office, and telework on an as-needed basis, depending on personal and business needs.

This position is responsible for organizing, preparation, submittal, and negotiation of BPMI's Other Procurement, Navy (OPN) and Shipbuilding and Conversion, Navy (SCN) Prime Contract Proposals, as well as receipt of Prime Contract awards to support technical and business segments at BPMI and the Customer.

A procurement project manager will be responsible for projects focused on company, procurement and/or department operations. These encompass assignments supporting operational and budget management. Specific duties are as follows:

  • Lead responsibility for submittal of Fiscal Year/Mid-Year Prime Contract proposals, Continuing Resolution, Disclosures, Certification, and Negotiation.
  • Prepare and submit Prime Contract modifications, as needed.
  • Lead responsibility for Continuing Resolution analysis and receipt of award.
  • Prepare internal and external reports.
  • Presentations to BPMI Management and Customer personnel.
  • Support audits and reviews requested by Customers and/or internal Management.
  • Perform ad-hoc and risk analysis with minimal oversight and guidance.
  • Provide organizational training.
  • Cross-functional coordination and collaboration with line department personnel. The selected candidate should thrive in a fast-paced work environment with diverse assignments and collaborative/team settings across all levels.
  • Occasional travel (less than 5%).

Minimum Job Requirements:

  • BS / BA in Business Management/Administration/Finance/Accounting or equivalent.
  • A minimum of four years of relevant experience is preferred. An advanced degree, green belt, Level 1 Procurement Certification may be considered in lieu of some year(s) of experience.

Preferred Job Requirements:

  • Possess a strong knowledge and strong application of procurement concepts, practices, and procedures.
  • Maintain knowledge of FAR and DFARs requirements supporting procurement.
  • Possess strong analytical and problem-solving skills.
  • Fluency in data analysis and interface with systems (e.g., BPMI's Procurement, Budgeting and Estimating Systems) and excel spreadsheets. Prior experience with Microsoft Power BI and SQL Server a plus.
  • Develop, present, and explain financial/business decisions.
  • Maintain strong interrelationship skills, and the ability to interact effectively with technical and non-technical audiences.
  • Demonstrated ability to collaborate well with others; be a strong team player.
  • Possess strong internal and external customer service orientation as demonstrated by previous position(s).
  • Communicate effectively both written and verbally.
  • Strong attention to detail and work quality.
  • Have a continuous improvement attitude and willingness to participate in process improvement initiatives.
